sir,
I have the honour to inform Your Excellency that while at Hongkong I have already lately found great difficulty in effecting communication with other ships of the Squadron by wireless telegraphy owing to the interference on the part of foreign ships, and the routine work of the Station has been delayed thereby.
Foreign Men-of-War have so far no restrict- -ions as to the hours in which they may use their wireless instruments, and I venture to suggest for your consideration that a regulation to the effect shown in the enclosure to this letter be made in the Colony and a copy sent to each of the foreign Consuls for the information of their men-of-war visit- -ing the Port.
